A decade and a half ago, Samantha Martin was placed in foster care for support for her disability, Trisomy 18. She was not toilet-trained until after three years of applications to obtain her release from foster care, when she was found to have had seven limb fractures and untreated seizures, among other casual indignities. She died from a seizure shortly after coming home.
